I can draw the cue back 1/4 table length on simmonis cloth.. but not at local bar Why?

Is this due to the crappy table cloth at my local bar, or the oversized cue ball?

I am just wondering why I can't apply english at the local bar table (which isnt very good ill admit) compared to my local pool hall where I can do great english (however can't pocket balls much due to being used to a 7 footer table)
