No clue... ANYBODY!?
Google to the rescue.... Appears to be a rule where you have to break from near the center of the table. That way you spread the balls more and can't trickle the one ball into the side pocket. You actually have to break the balls apart to make something.
Anybody have more on this?

Break Box
In some tournaments, a legal break can only be made from a reduced area within the kitchen called the "Break Box". This area is nine inches to the left and right of the head spot, then from there back to the head rail. This area measures 18 inches x 25 inches.
Other tournaments use a similar reduced breaking area which is between the two diamonds on the head rail up to the head string.
It would be a foul to break from outside of these areas in these tournaments.
In an 8-ball tournament I played in, you could only win the 8-ball break prize if you made an 8-ball break while breaking from within the break box and had paid the additional break prize entry fee. Otherwise breaking from anywhere in the kitchen was legal.

P.S. For local "Bar tournaments", it is not a good idea to require a break box. Breaking from anywhere in the kitchen should be legal.
Bar players expect this. Requiring this will tick some people off and they will not play in the tournament because of this rule. And fewer players = less prize money. Keep the players happy is what I say!
